Time to fill is the time between when a business places an order and when a qualified worker is confirmed for it. For temp shifts it is measured in hours; for direct hire it can be weeks. It depends on the role, pay rate, location, notice given and how specific the requirements are. Rush orders placed the night before can often be filled, but more notice usually means better matches. Ask agencies how they measure it and how they tell you when an order is at risk.
