Definition
A flagger directs drivers safely through or around a work zone, most often with a STOP/SLOW paddle and radio contact with a flagger at the other end. The federal Manual on Uniform Traffic Control Devices (MUTCD) sets the national standards for flagging methods, equipment and high-visibility apparel, and many states require flaggers to complete an approved training course and carry a card. Flaggers need focus, a strong voice, clear hand signals and the judgment to stop work when something looks unsafe.
